In my opinion, the mother is to blame because she's directly responsible for the upbringing of the children. In most Nigerian homes, the mother stays at home to take care of children while her spouse goes to work. Consequently, she is in a better position to be a direct influence on the children (in this case, the daughter). Moreover, it's instinctive for the daughter to gravitate towards the mother and the mother then imparts her knowledge on her child, preparing her for the future role of taking care of her own home.
The mother of course!! A lady should be properly trained by her mother due to the fact that they are of the same gender and should understand each other better. She should be trained on proper dressing, good moral values, cooking and taking care of her matrimonial home. If a lady lacks any of this upbringing then the mother is to blame
